MCO 5354.1G updates Marine Corps policy, procedures, and responsibilities for preventing and responding to prohibited conduct involving sexual harassment, prohibited discrimination, harassment, hazing, and bullying.
COMMANDER'S INTENT
Prohibited Activities and Conduct: Prohibited activities and conduct include sexual harassment, prohibited discrimination, harassment, hazing, bullying. The Marine Corps will provide equal opportunity and address any instances of prohibited discrimination with regard to race, color, national origin, sex (including pregnancy), sexual orientation, or religion. Marines and Sailors lead by challenging, supporting, mentoring, training, educating, and investing in one another. We will maintain a culture of dignity and respect, which all members are afforded equal treatment and opportunity to achieve their full potential based upon individual merit, fitness, intellect, and ability. Every member of this Division has an obligation to lead, strengthen the high standards of the Marine Corps, and cultivate an environment free of prohibited activities. Likewise, all personnel have an obligation to report actual, suspected, or alleged prohibited activities and conduct.

HOW TO REPORT A PAC COMPLAINT
You can report through your
1. Chain of Command
The Chain of Command is the primary and preferred channel to prevent and respond to complaints of PAC. Use of the chain of command to address PAC exemplifies trust in leadership to quickly and effectively address violations of our standards.
2. Equal Opportunity Advisor (EOA)
EOAs are the Marine Corps Subject Matter Experts on PAC, Command Climate Assessments, PAC Prevention, and the Marines Corps’ Military Equal Opportunity Mission. There are civilian supervisory EOAs and uniformed boarded and assigned EOAs by USMC Manpower & Reserve Affairs. EOAs are the authorized source within the command to receive complaints on behalf of the commander. Note, only EOAs are authorized to take confidential complaints for sexual harassment cases.
3. Anonymous Reporting
Anonymous Reports may be communicated by several means, including but not limited to organizational hotlines or advice lines, electronic mail, or official telephone lines. Action taken will depend on the extent of the information provided by the anonymous complainant. Service members who file in person cannot choose to remain anonymous.
